What it does
A synchronous motor turns the valve head between hot water only, heating only, or both, based on signals from the programmer and thermostats.
How it fails
The motor gears wear out, the microswitches that report valve position fail, or the valve jams mid-travel so neither circuit gets full flow.
Repair or replace
The actuator head is usually replaceable on its own without draining the whole system. The valve body itself is only changed if the seat or seal is damaged.

Do I need a Gas Safe engineer for this?
The valve itself is a heating-circuit part rather than a gas part, but on a boiler installation it is normally attended to by the same Gas Safe registered engineer who services the appliance.
Can the head be replaced without draining the system?
Often yes, since the head sits above the valve body seal, though some water loss is normal when it's removed.
Is this the same as a zone valve?
Similar principle, different job — a three-port valve splits boiler output two ways, a two-port zone valve isolates one specific circuit.
