The realistic causes, in order
Air trapped during filling that hasn't been vented properly Balancing not adjusted after the change, so flow takes the easier route through older radiators A valve fitted the wrong way round on a directional thermostatic valve
What we test on site
Flow and return temperatures across the new unit Lockshield settings across the whole circuit, re-balanced rather than tweaked Valve orientation against the arrow on the body
Get a new radiator that won't heat diagnosed properly
Re-balancing the system usually solves it and improves every other room at the same time.
