Zone by how rooms are used
Occupied living space, bedrooms, and rarely used rooms behave completely differently. Splitting on that basis beats splitting purely by storey.
Hydraulic capability first
Zones only exist if the pipework can be separated. Retrofitting zones into interleaved pipework sometimes means new distribution runs.
Boiler minimum output
Zone a big system finely and the boiler can end up serving one small zone below its minimum output, which causes cycling. Sizing and controls have to match.

How many zones is too many?
When the smallest zone demands less heat than the boiler can modulate down to, you have gone too far.
Are smart TRVs a substitute for zone valves?
They give room-level trimming but they do not properly isolate a circuit or stop the boiler firing for one radiator.
Can zoning be added in stages?
Yes, if the wiring centre and valve positions are planned for it from the start.
